I once visited this building as part of an architectural tour of Bruxelles.At the turn of 20th Century in Bruxelles, Art Nouveau was considered a masculine style and neo-classical was considered feminine. That is to say architects if designing for men would offer Art Nouveau,  and when designing for women, neo-classical would be offered. The tour guide stated that this was due to women preferring the stability/respectability alluded to by neo-classical buildings.
